Eligibility Criteria

• Retired Government employees with a Bachelor’s degree in any discipline.
• Should have served in Pay Level-7 (pre-revised Grade Pay ₹4600) or above.
• Should have at least 10 years of experience in Administration or Establishment in Central/State/Autonomous/PSU organizations.
• Desirable: Knowledge of computer applications and ability to work independently.

Age Limit

• Maximum Age: 68 years as on the date of the walk-in interview.
• Upper Limit: May be extended up to 70 years of age depending on performance.

Period of Consultancy

The initial engagement shall be for a period of 1 year, which may be extended on a case-to-case basis depending upon the performance and requirement of the organization. The total tenure, however, will not exceed 5 years or 70 years of age, whichever is earlier.

Application Process

1. Candidates are required to appear in person for a Walk-in Interview at ICMR Headquarters.
2. Applicants must bring all original documents for verification.
3. Candidates should also carry self-attested copies of educational qualifications, experience certificates, and identity proof.
4. Incomplete or incorrect applications will be rejected immediately.
5. No TA/DA will be provided for attending the interview or joining the assignment.
6. Candidates must report on or before 11:00 AM; late arrivals will not be permitted.

Selection Process

The selection will be based solely on the candidate’s performance in the interview. The candidates are required to produce original documents at the time of the interview for verification purposes. The Director-General, ICMR, reserves the right to accept or reject any application and to fill or not fill the post without assigning any reason. A panel of selected candidates may be maintained for a period of one year.

Scope of Work / Duties

• Assist in personnel and HR-related matters such as recruitment, promotion, establishment, court cases, mergers of units/institutes, pay fixation, pension disbursement, and retirement benefits.
• Assist in the recruitment process for Scientific, Administrative, and Technical posts of ICMR.
• Handle establishment and administrative matters including preparation of post-based reservation rosters, seniority, promotion, reservation, DPC, MACP, disciplinary cases, and assessment schemes.
• Any other duties as assigned by the competent authority from time to time.

Terms and Conditions

• Consultants shall not be entitled to DA, residential telephone, transport facility, residence accommodation, personal staff, CGHS, or medical reimbursement except as specified.
• Retired officials engaged as consultants may be allowed TA/DA for official travel within India as per their entitlement at the time of retirement.
• Working hours will be the same as those of regular employees of ICMR.
• Unauthorized absence for eight consecutive days may lead to termination of engagement.
• Consultants will be eligible for paid leave at the rate of 1.5 days per completed month of service.
• Addendum or corrigendum, if any, will be uploaded only on the ICMR official website.
